UK to grant Moldova 4.5 million pounds

The Moldovan government and the UK Department for International Development signed a memorandum of understanding on 4.5 million pounds in budget support for Moldova's social assistance sector.

Prime Minister Vlad Filat and UK Ambassador to Moldova Keith Shannon signed the document in Chisinau today.

After the signing ceremony, Filat said that the memorandum is a clear sign of friendship and aid for Moldova. The grant will be used to pay compensations to less well-off people for the increased energy tariffs.

Filat said that now that the agreement was signed, Moldova must meet certain conditions and obligations. Thus, in September 2010 Moldova will adopt a national action plan on human rights and will pass a law on internal public financial control. Also, Moldova will have to approve a mechanism of integration of compensations for the cold season into the new social assistance system by November 2010.

Keith Shannon said that the first instalment of 3.5 million pounds would be disbursed immediately and the other about one million pounds would be transferred after Moldova meets some performance indexes in the reform of the social assistance system. The diplomat said that the 4.5-million-pound grant would help create and implement an effective system of social protection of less well-off people in Moldova.

On 3 March, the Moldovan government and the European Commission signed an agreement on a 2.4-million-euro grant due to be used to pay compensations to less well-off people for the increased energy tariffs during the cold season.

The government is to pay such compensations to 260,000 people this year, after in January 2010 the average tariff on natural gas hiked by 13.9 per cent, the tariff on electricity went up by 20.9 per cent and the tariff on heating surged by 29.2 per cent.
