Draft of new constitution is ready, but will be made public later – Urechean

The draft of a new Constitution of the Republic of Moldova, which the governing Alliance for European Integration is going to adopt through holding a nation-wide referendum, is ready, the First Deputy Speaker of the Moldovan Parliament, Chairman of the Moldova Noastra Alliance leader Serafim Urechean stated on the channel TV7 live “Open Studio” program last Friday night.  

In his words, “Over 30 Articles will be amended in the 1994 Constitution, may be even 69 Articles”, and, essentially, “the draft envisages the electing of president by the incumbent Parliament, and subsequently – by the whole nation”.    

Democratic Party Honorable Chairman MP Dumitru Diacov and Chairman of the “Moldova Unitг – Edinaia Moldova” (MUEM) party MP Vladimir Turcan spoke out against electing president by the whole country because they believe this may lead to a bitter conflict between the president, parliamentary and government.    

Asked by TV views whether or not the official language will be renamed into Romanian from the current Moldovan, Urechean said that maybe this article will be excluded from the Constitution at all.  

All the three Open Studio guests shared the opinion there is no need for making Russian a second official language. Instead, they believe, all citizens should simply abide by the Law on the functioning of languages in the Republic of Moldova.  

Serafim Urechean stressed that the article on Moldova’s neutrality shall not be amended.    

According to him, the draft of a new Constitution shall be widely discussed both at home and in profiled international organizations, and “we shall put up the constitution amending question for a referendum only upon receiving a conclusion from the Constitutional Court and upon agreeing the draft with the Council of Europe’s Venice Commission”.   

“If the citizenry disapproves of amending the Constitution, the republic shall hold an early parliamentary election. But I am sure this will never happen, and the Constitution will be adopted by the agreed-on date – June 16, 2010”, stated the Moldova Noastra Alliance leader.
