The administration of Transnistrian leader Yevgeniy Shevchuk has described a recent OSCE conference in Germany as a success of the region's foreign policy and announced that dialogue with Chisinau is the only efficient negotiating mechanism. The 28 June issue of the Transnistrian News Bulletin carries reports about the Transnistrian settlement process and Tiraspol leadership's intentions in this respect. Local analysts see as a positive development the fact that Shevchuk's opponents made no attempts to decry the conference in Germany. They note that the team of the new leader has given its opponents no reason for slashing attacks, in particular the region's foreign minister Nina Shtanski, who stated that Tiraspol does not negotiate the region's status with the Moldovan authorities. Thus, she managed to disarm the leader's opponents, who stated that Yevgeniy Shevchuk is "yielding" the region to Moldova. In an interview with the website Politkom.Ru, Shtanski said that at the five plus two meeting due in Vienna in July, Transnistria's representatives were going to sign a document providing for the principles and procedures of the talks. "Political meetings are the only efficient negotiating mechanism for the time being. Some of you might disagree and state that the conflicting sides may discuss the existent problems and even settle some issues in the "one plus one" format. Yet, this format is not stable. It did not prove its efficiency and relevance," she said. Analysts believe that this way Shtanski made it clear that she totally disagrees with the viewpoint of the opponents to the five plus two negotiating format that the EU and the USA should be left outside this format.
