Moldova among first Community of Democracies states to test LEND network

Deputy Premier, Foreign and European Integration Minister Iurie Leanca today participated in a meeting of the Management Board of the Community for Democracies via a video conference. The event, held in Mongolia's Ulaanbaatar, was a platform for the official launch of the e-network Leaders Engaged in New Democracies (LEND), an initiative of the United States and Estonia, the Moldovan ministry's information and media communication service has reported.

Minister Leanca took the floor after speeches delivered by Mongolia's President Elbegdorj Tsakhia, US Secretary of State Hillary Clinton, Estonian Foreign Minister Urmas Paet and other high-ranking officials.

Iurie Leanca positively appreciated the fact that Moldova participated in a meeting in this format for the first time ever, noting that it is one of the first states testing the LEND network as an efficient and prompt mechanism for international communication. Leanca reiterated Moldova's firm commitment to participate in the LEND initiative, in the project of assistance for Moldova "Partnership for Democracy", as well as in other projects launched within the Community of Democracies in order to promote democracy worldwide.

The LEND network is a developed electronic extension of Madrid Club, facilitating face-to-face meetings between leaders of "young democracies" and leaders of those states that have successfully completed the transition towards a consolidated democracy. Technically backed by the company Google, LEND will set a global forum for leaders to exchange the information and expertise they need for the promotion of democratic principles and consolidation of public institutions in charge of ensuring equitable justice.

We shall recall that the first meeting of the Working Group for the support of democracy in Moldova within the assistance project "Partnership for Democracy" of the Community of Democracies was held in Chisinau on 29 June 2012. After the Ministerial Conference of the Community of Democracies, held in Vilnius on 1 July 2011, Moldova was selected as "regional model of democracy" and included in the assistance project of the Community of Democracies called "Partnership for Democratic Challenges", which implies assistance for Moldova in key sectors: reform of the judiciary sector, reform of the defence and security sector, decentralization of the act of government, government transparency and e-government, as well as migration policies.
