Liberals proposing to facilitate public procurement procedure

The parliamentary Liberal Party (LP) faction has proposed to facilitate the procedure of public procurement.

MP of the LP Ana Gutu, the author of a respective draft law that is under consideration of parliamentary standing committees, said that the actual legislation impedes local authorities to buy commodities and services due to these powers are concentrated in the hands of the Agency for procurements.

“Local authorities must follow a long road to publish an intention on procurement, to approve competition documentation, agreements and reports. For this reason, capacity of funds disbursement drops. We may promote the process via regional representative offices of the Agency for procurements that will assume obligations of the central office. I propose that local authorities present necessary documents for buying diverse goods and services to a regional Agency office, but not to the central office”, she said.

Gutu also proposed to reduce time for submitting and accepting applications for participating in tenders on public procurement from 40 to 30 days.
