Leadership of Moldovan parliament meets EU envoys

Moldovan Parliament Speaker Marian Lupu and First Deputy Parliament Speaker Vlad Plahotniuc, met EU ambassadors accredited in Moldova, the parliament's communication and press relations department has said.

The participants in the meeting discussed the parliament's activity in the spring-summer session 2012, ways to improve the legislative framework, the domestic social-political situation after the election of the president, the justice reform, the settlement of the Transnistrian conflict, as well as OSCE Parliamentary Assembly's resolution on Moldova.

Speaking about the parliament's agenda in the spring-summer session 2012, Marian Lupu said that due to the election of the head of state, the Moldovan officials paid concerted efforts to improve the quality of the legislative act. Thus, by the autumn-winter parliamentary session, the lawmakers will adopt a law on legislative acts, meant to enhance the quality of laws passed in the parliament.

At the same time, Vlad Plahotniuc said that the activity of the parliament, as well as the dynamics on the Moldovan political arena is unfolding with regard to the country's European integration aspirations. This goal speeds up the implementation of reforms in sectoral fields, raises the awareness of the political actors and increases the quality of the political act, Plahotniuc said.

Speaking about the adaptation of the Moldovan legislation to the European standards, the participants tackled issues related to the justice system. According to Marian Lupu, "an independent and fair justice lays at the basis of a rule-of-law state. The most important thing is to regain people's confidence in the fairness of the justice act". Lupu advocated the identification of some mediation mechanisms for unifying the judicial practice, expressing hope that any administrative and political involvement in the justice act will be fully removed.

As for the OSCE Parliamentary Assembly's resolution on Moldova, both Marian Lupu and Vlad Plahotniuc highlighted the importance to hold a dialogue on the parliamentary dimension with the representatives of the so-called Transnistrian supreme soviet [parliament]. Moreover, they spoke in favour of creating a relevant parliamentary commission, noting that a response from the left bank of the Dniester would be expected.

The participants in the meeting broached other topical issue, such as the freedom of expression, in the context of the withdrawal of the pro-opposition NIT TV channel license, by the Audiovisual Coordination Council (CCA, a broadcasting media watchdog), and of the democratic changes under way in Moldova.

At the end of the event, EU envoys accredited in Moldova praised the initiative to call this meeting. They advocated the continuation of this practice, stating that it is very useful for tackling topical issues with the parliament's leadership and for learning the truth from first sources.
