The parliament approved in first and second reading the budgetary-fiscal policy 2013. Among the provisions of the budgetary-fiscal policy is the increase in the Value Added Tax for several categories of goods. The draft law envisages the increase in the VTA on sugar up to 20 per cent, against the present 8-per-cent quota. At the same time the VTA on natural and liquefied gas will also rise from 6 per cent to 8 per cent. A standard VTA quota of 20 per cent will be introduced for agricultural goods, with a subsequent tax return of 12 per cent. At the same time, in order to reduce the smoking phenomenon, the parliament will gradually adjust the excises on tobacco products to the prices in the region. The adjustment is expected to bring about 150-million-lei revenues to the state budget. At the same time, in 2013, the excises on strong alcoholic beverages will also be changed. In 2013, the age limit for imported cars will be increased from 7 to 10 years. Moreover, higher excises will be introduced for cars older than 8, 9 and 10 years, by 5 per cent, 10 per cent and 15 per cent, respectively. The lawmakers of the opposition Party of Communist refused to back the draft law, stating that the budgetary-fiscal policy 2013 carries anti-social provisions that would increase the fiscal pressure. "This draft law should not be adopted, as it guarantees the state's stagnation and the accumulation of debts," a Communist MP, Oleg Reidman said. The leader of the Party of Socialists, Igor Dodon said that the Socialists would also vote against the draft budgetary-fiscal policy, as "it will affect the entire real sector of the national economy and will worsen the situation in this field". According to the forecasts of the Finance Ministry, the new budgetary-fiscal policy is expected to bring additional revenues of 500-600 million lei to the state budget.
