Moldovan district heads asks for central authorities' support to settle problems

Prime Minister Vlad Filat today had a meeting with the district heads with the participation of more cabinet members, the government's press service has said.

The prime minister said that an agreement has been earlier reached to hold such meetings periodically so as to facilitate the dialogue and cooperation between the central and local authorities.

The prime minister said that, since the previous meeting, the government has approved a regional development strategy, which aims at creating an institutional framework of regional development, as well as a framework of management, implementation, financing, monitoring and assessment of the regional development.

Also, Vlad Filat informed the participants in the meeting about the work on a new law on local public finances, and invited them to make proposals on this important document.

"We want to have a qualitative document, which is to ensure the real autonomy of areas," the prime minister said.

Vlad Filat also highlighted the opportunities from which the local authorities may benefit as a result of the cooperation relations between the Moldovan authorities and the development partners. The prime minister referred to programmes on cross-border collaboration, stressing that the budget of a joint 2007-2013 operational programme Romania - Ukraine - Moldova alone is worth 134 million euros. Under these programmes, the local authorities and other organisations are encouraged to cooperate to develop the local autonomy, settle certain problems dealing with the environment and emergencies.

The district heads informed about the problems faced by them at the local level, and asked for the central authorities' support to overcome them. In particular, the district heads requested the government's support in terms of advice to carry out optimisations in areas, consolidation of dams on the banks of the Dniestre, Prut rivers, etc.

The participants in the meeting agreed on further developing the cooperation, including by means of periodically organising such meetings.
