Moldovan premier asked to very efficiently use money earmarked to construct roads

Prime Minister Vlad Filat chaired a meeting of the Road Fund Council today, the government's communication and press relations department has reported.

Attending the event were also Deputy Prime Minister, Economics Minister Valeriu Lazar, Transports and Roads Infrastructure Minister Anatol Salaru, representatives of the Roads' State Administration and companies in the sector.

At the meeting, the head of the Roads' State Administration, Vitalie Panurco, unveiled a report on the carrying out of the works of repair and maintenance of roads and measures undertaken to ensure the traffic security. Panurco noted that 490.5 million lei was used to maintain roads in the first six months of 2012, and another 74 million was utilized for works of designing, purchasing equipment, creating green areas in roads' protection zones, repair of engineer buildings, etc.

Vitalie Panurco said that, since early 2012, repair and maintenance works had been carried out on an overall length of 5,380 km, of which 2,430 km represent national roads.

The head of the Roads' State Administration specified that, to protect the network of public roads and discover transport units that exceed the axle burden, 30 mobile teams work on Moldovan roads, and 9,116 transport units have been checked since early 2012, and irregularities were found at almost 1,000 of them.

Panurco emphasized that increased attention is paid to the traffic security. Thus, 6,370 new road signs and more guidance pillars with reflecting devices were set in 2012.

The participants in the meeting discussed also the implementation of new technologies in the construction of roads and ensuring quality of the roads' repair and maintenance, the network of laboratories and their endowment, as well as the quality control on the spot and implementation of the quality management system. Another subject tackled at the meeting was focused on the "vignette"-type taxation system and possibility to implement it in Moldova.

Prime Minister Vlad Filat said that, to improve the roads' quality and enhance their resistance, new technologies and materials should be used.

"We should utilize new technologies for constructing roads and adapt them to the present weather conditions. In 2012, we had temperatures of more than 70 Celsius degrees on the soil for the first time ever, and in this case, the roads get deformed not only because of lorries," Vlad Filat said.

The prime minister also said new requirements should be imposed to ensure the guarantee of works by the companies that carry them out. Vlad Filat asked the competent decision-makers to use the money allocated for this sector as efficiently as possible.

"While taking into account the large sums of money earmarked for the roads' infrastructure, transparency must be ensured, competition should be observed and we are to have efficiency and quality of the checked and signed for works," Vlad Filat added.
